Windlass crossbow is the most powerfull traditional crossbow used. We can see that crossbow of 1000 lbs can hardly to penetrate plate armor, but certainly it can penetrate if it is 1250 lbs, but we dont have test videos for 1250 lbs crossbow, but informations is that it could penetrate.
Also there are comments that test is not good because armor falls over and it is not tight in place. Better tests should be used, I must say that probably it would penetrate if armor is on some kind of manequin to stay on place and dont fall off.

Goats foot lever crossbow
This is great crossbow, easy to use, can be used by kneeling (in medieval times they used it in wars behind pavise shield).
Good video about croosbow (he use goots foot lever), he is not right about range.
